The 1st CCM Plenary Meeting – Calendar Year 2026

On Friday, 3 April 2026, the Secretariat of the Global Fund Country Coordinating Mechanism (CCM) organized the 1st CCM Plenary Meeting of Calendar Year 2026 at the Conference Room, 2nd Floor, Souphattra Hotel, Vientiane Capital, and via video teleconference. The meeting was honorably chaired by Dr. Phayvanh Keopaseuth, Vice Minister of Health and CCM Chair.
The meeting was attended by senior leadership from the Ministry of Health and the Ministry of Finance, along with representatives from the Embassy of France, the Embassy of Luxembourg, the World Health Organization (WHO), Principal Recipients (PRs) including the Department of Planning and Finance (DPF) and the United Nations Office for Project Services (UNOPS), the Department of Communicable Disease Control (DCDC), the Center for HIV/AIDS and STIs (CHAS), the National Tuberculosis Center (NTC), the Center of Malariology, Parasitology, and Entomology (CMPE), the Local Fund Agent (LFA), development partners, Civil Society Organizations (CSOs), the CCM Secretariat, and other relevant stakeholders, participating both in-person and via teleconference.
The primary objectives of the meeting were to review, deliberate, and seek endorsement on the following key matters:
• Progress update on the Global Fund (GF) Grant implementation for CCM activities;
• Selection of Resource Mobilization Committee (RMC) Members through the CCM election process;
• Nomination and selection of Principal Recipients (PRs) for the GC8 grant cycle, including the presentation of the GC8 Allocation and PR Selection Guidelines;
• Progress update on GF Grant implementation for the Malaria Programme (RAI), covering key results of RAI4E, the RAI5 Allocation Letter, and preparation for Country Dialogue;
• Progress update on GF Grant implementation for HIV, including key results, the Technical Assistance (TA) Request from L’Initiative (Expertise France), the 2026–2028 HIV and TB Allocation Letter, and preparation for Country Dialogue;
• Progress update on GF Grant implementation for Tuberculosis (TB), covering key results, the TA Request from L’Initiative (Expertise France), and the 2026–2028 Allocation Letter;
• Progress update on GF Grant implementation for the Catalytic Matching Fund;
• Progress update on GF Grant implementation for the HANSA Programme, including key results for HIV and TB; and
• Update on CSO activities for Key and Affected Populations and Persons Living with Disabilities (CSO-KAP/PLWD), presented by the ADPWL representative.
During the closing session, the meeting received international mission updates, including a report by Dr. Phonepadith on the outcomes of the 54th Global Fund Board Meeting held on 10–13 February 2026 in Geneva, Switzerland, as well as a joint report by Dr. Rattanaxay and Ms. Bouakham on the Strengthening Community Engagement for Global Fund GC8 Session convened on 25–27 March 2026.
The meeting concluded with a comprehensive summary of key action points, decisions made, and agreed next steps to strengthen the implementation and oversight of Global Fund grants in the Lao PDR. Participants reaffirmed their collective commitment to advancing national targets under the GC8 grant cycle.
