Vientiane Capital, September 18, 2026 – On Friday, September 18, 2026, the Secretariat of the Global Fund Country Coordinating Mechanism (CCM) in Lao PDR organized the Joint Meeting of Executive, Oversight and Resource Mobilization Committee at the Dok Ngiw Ban Meeting Room 118, 1st Floor, Ministry of Health, and via an online platform.
The meeting was chaired by Dr. Rattanaxay Phetsouvanh, Vice Chair of the Global Fund Country Coordinating Mechanism (CCM). It was honored by the attendance of members from all three committees, representatives of the Principal Recipients (PRs), relevant departments and centers, the 3 Diseases programs, and partners, both in person and online.
This joint meeting is a crucial mechanism held in accordance with the CCM’s 2026 annual plan, enabling the three committees to meet, discuss, monitor progress, and coordinate with all relevant sectors. During the meeting, several key strategic tasks were considered and discussed, including:
• Improving the mechanisms and readiness of the Principal Recipient (PR-MoH): Progress was reported regarding the Terms of Reference (TOR) for the Department of Finance (DOF) and the Department of Disease Control (DDC). This included readiness to utilize the Partner Portal system, specifically for providing information related to accessing funds (Grant Entity Data).
• Government Co-Financing: Relevant sectors, including DOF, CHAS, NTC, DDC, UNOPS, and CMPE, reported on key outcomes and progress in preparing the government’s co-financing for combating Tuberculosis (TB), HIV, and Malaria (RAI4E & RAI5E).
• Preparation for the Grant Cycle 8 (GC8) Funding Proposal: The meeting reviewed the progress of the GC8 funding proposal preparation for TB, HIV, and Malaria to ensure timely submission to the Global Fund. This step ensures the resilience and continuity of budget support in the fight against these three diseases.
• Implementation of the Catalytic Matching Fund: A representative from the National Center for Laboratory and Epidemiology (NCLE) reported on the key outcomes of implementing this initiative for the meeting’s acknowledgment and feedback.
During the session, the Chair urged all participants to share their perspectives and exchange views frankly and constructively to find solutions and jointly determine a clear action plan. The meeting continued until 16:30, after which the meeting resolutions were summarized, and the meeting was officially closed.
